USA, wooden bills
    These were municipal booster vehicles made from the 1930s to the 1960s.  Most of them are rather fragile.  The thought behind the thought may have been that they would be bought and a certain quantity would break before they could be used, making a permanent profit.  As a class they are rare compared with the thicker, round "wooden nickels."
