PAKISTAN, INDUS CULTURE of Sind and Baluchistan, c. 4000-1600 BC,
    One of the earliest civilizations in the sense of people living together in a planned community with an evident bureaucracy, class society, laws, public works, etc.  It is interesting to contemplate the development of these ancient civic ventures.  After many millennia of little villages, all of a sudden, so to speak, these large cities appeared.  That the practice is not organic can be deduced from the fact that it has not always happened when some set of social-environmental-whatever factors are in place.  One of the great mysteries is why people do what they do.
    All the date ranges on these items are mere semi-educated guesses, give or take, say, 1000 years.
